The Kosovo Afarism Oda, at the recommendation of member businesses, has once again demanded that the Mine and Mine Law be removed from the agenda in the Republic of Kosovo's Assembly.
In a request to the heads of parliamentary groups, the chairman of the Assembly and Vice Presidents, the OAK has argued that, in addition to the lack of harmonisation of this bill with other laws of the Republic of Kosovo, additional reasons for turning back is also the failure to include key demands of the mining and mining sector businesses in the final draft.
Kosovo's Afarism Oda has repeated some of the recommendations made and not included in the final draft, considered essential by the sector's businesses.
“Return distances and be specific for each sector. 2. With the approval of the mining permission of exploitation, the permitted exploitation zone is removed from the forest and quantum fund, state property and passed as mining.3. To create special application procedures for licenses for each sector, because each one's activity and complexity differs from the other. So let's divide the application procedures for Metalore, Jometallore, Xworse, the decorative stones and the Thingil, etc. 4. To classify rivers and, according to the type, set aside distance to work in rivers. 5. Determine working space on the river and licensed to remain responsible for maintaining the riverbed so that there can be no degradation and no flooding. 6. A license for the exploitation of sand and gravel that is not found on the waterbeds should be given on the basis of the demand of the land owner. 7.
The demand for concession exploitation is sent to the municipality, then submitted to the KPM. The KPM will take responsibility for carrying these requirements to relevant ministries. 8. The request for the license is linked: the data for the concession subject, a topographic map on a scale of 1: 5,000 along with the coordinates of the border point of a designated area, a report on land observation for specific purposes with cadastral notes for the area for which it requires the delivery of the concession of exploitation, prepared by the specific land geodesencies and trade companies for land monitoring that meet the conditions under the Law on the real estate cadastrea; a feasibility study of the concession.

Controling the implementation of the project is to be done by the municipal inspectors of the relevant municipality, while the KPM is under constant supervision being the highest body for the sector. 10. The guarantee is to take place in all institutions licensed by the CEC and surrender to the KPM”, the communiqué says.
