MPs: We have more deputy ministers than inspectors.

Kosovo Assembly MPs have voiced their concern over the small number of inspectors. According to them, the number of inspectors is small and that it is not working in this direction. MP from the Alliance for the Future of Kosovo Ahmet Isufi said a reform should be made within the Inspectorate, since there needs professional framework.

We consider that there must be a reform within the Inspectorate because there is a professional framework that can really carry out the inspection on legal basis and change the situation especially in the realisation of the rights of workers who are today seriously violated, especially in the part of the informal economy, and so do we have drastic cases of death, body injuries, and without any direct accountability, and that the inspectors would be able to correct actions that harm workers' health and their<1x> he said.

While MP Milam Zeka spoke about the plight of workers in Kosovo, citing several categories of workers who are discriminated against, and for whom the Inspectorate has taken nothing.

I suggested that you as the minister, along with this law, increase the capacity of the number of job inspectors, because it benefits the state of Kosovo. I can talk about certain categories of workers who are discriminated against in the most horrible way in the country we live in. So you have all the workers working at gas stations in Kosovo, all companies, without mentioning them here by name, in their contracts, and in the working hours they work, paid for only eight hours, one of them works 12 hours. Cameras working at every restaurant, coffee shop, not 12 hours working, but from morning when they start working until 24:00, and are paid for only 8 hours”, he said.

He said workers in the health sector sometimes work 24 hours and are not paid extra. According to him, it is the same with police, journalists and taxists.

P MP The DS, Besa Baftiu, said there is an urgent need for increased number of inspectors.

“adds to the question of how the number of budgetless inspectors will increase. The Ministry of Labour and Social Management has argued that it will increase the number of inspectors through internal reorganization and additional financial costs in other categories of expenditures, this remains to be seen in the future because so far it hasn't happened, we don't have the number growing inspectors. Today in Kosovo we have more deputy ministers than inspectors, in their absence it is impossible to inspect working activities. Today at the workplace not only violated the rights of legally defined workers but many times the working conditions are causing the loss of workers' lives”, she said.

MPs from the Democratic Party of Kosovo, Ganimete Musliu, demanded from the courts that the workers' cases be trained with priority.

Many workers are reluctant to file complaints about rights violations from different companies, because this concludes that those who lose their jobs will also be deprived of those many salaries, because we know that in the private sector and not paid fairly, they will never come to justice. Here I had made special requests for the courts, to set up a work plan so that job complaints can be considered as priorities”, she said.

While deputy from the Social Democrat Initiative Enver Hoti, a reform should take place in the administration.

He said neither this government nor others have the courage to approach reform in administration.

There should be a reform in administration. This government and no one until now has the strength or the courage to approach reform in the administration, we can say that with dozens of officials bringing to our administration, whether at the central or local level, while the inspectors are with a very limited number who can't do their job at all, and maybe have other effects, whether from the level of policy, whether from the level of entrepreneurship or the field of businesspeople, who have released a completely uncontrolled situation and in the interest of duties and responsibilities that have been placed on the <1x>

In contrast, Labour and Social Management Minister Skender Recica said that as regards the concern of respecting the rights of workers, safety and health at work, contracts, payments are legitimate concerns and they are being distracted from the day they received the mandate.

“The main purpose of this law is to strengthen the role of this institution, which is to monitor the labour law... for the same time period, compared to this number of inspectors we have on the ground, we have 42 inspectors who inspect the work on the ground for the January-October-October period there are over 1,000 inspections in many that in the same period of last year, we are not happy again with not making the fines, it is not the intention of the inspectors to pronounce fine Leonx> he said.

He said that seeing construction is the sector where workers' rights are violated, they have launched a punitive and self-disciplinary campaign. In the end there was no quorum for this law to be voted into.
