After voting the package with three draft laws on the Kosovo Security Force, Parliament has adopted the draft law on the Social Security Agreement between the Republic of Kosovo and the Kingdom of Belgium and the Social Security Agreement between the Republic of Kosovo and the Swiss Confederacy today
For the latter, MPs have said that the best has not been achieved, however, supported by saying it is good for citizens.
Regarding the Social Security Agreement between the Republic of Kosovo and Switzerland's Confederate MP Ismail Kurteshi has said necessary measures must be taken to resolve the issue of retroactive payments.
This agreement we have to believe, we have to ratify, but I asked you, immediately to take appropriate action to talk to the Swiss Government, to resolve the issue of retroactivity, payment and service delivery for all of our fellow citizens who lost them during these 8x1>, he said.
But, Labour and Social Management Minister Skender Recica has said that this agreement does not produce retroactive retroactive, and has acknowledged that the issue with people from 2010 to today have not been able to establish justice with them.
This deal, it has a history. The 1962 deal, linked between the Yugoslav Federation at that time, and the Swiss Confederacy, was interrupted in 2010, and negotiations began after 3 years, responsible for the year 2013, and it took a whole five years to come to this moment and one of the reasons were the shortcomings in Kosovo legislation, and it is necessary to do a mountain of work in the legislative context to come to this moment. This is an agreement that doesn't produce retroactive, our concern remains for all those citizens for this period from 2010 to today, until this agreement is ratified that has not been able to realise their rights, our commitment will remain to see all possibilities. But what I want to assure you is that we haven't signed this agreement without placing all the opportunities to see what we can do for those citizens who, for a period of 2010, haven't realised their right”, he said.
The Assembly today has also made a review of the draft law on ratification of the Treaty establishing the transportation community. /Kosovo pres/
MPs agreed to vote on this bill, but with two extensions through which Kosovo shows it recognises its administrative borders.
“The treaty that we ratify today must have two additional documents, the first is this declaration deposited by the Republic of Kosovo along with the treaty in Trieste, and the second is the statement that Glauc mentioned, which the Assembly of Kosovo has established once and for all, that any document that comes with the introduction of that statement. But, especially this first one is necessary because, together with the treaty, this has been deposited in the name of Kosovo and must certainly be recorded today along with it”, Vjosa Osmani said.
And the Minister of Infrastructure, Pal Lekaj said after the vote they will report Brussels on additional statements.
Among other things, Kosovo's Assembly also approved the bilateral agreement between the Government of the Republic of Kosovo and Luxembourg's Great Duke government under the Development Co-operation Project KSV/019: technical assistance in European integration contexts.
Also voted for ratification of change and fulfillment no. 1 of the financial agreement for IPA 2015 between Kosovo and the European Union.
The Assembly today also approved ratification of the agreement between the Republic of Kosovo, the Ministry of Innovation, and the German GIZ
