Bytyqi forms illegal commissions for higher education strategy

This 21-member commission, formed on October 15th, is contrary to the administrative directive for planning and drafting documents and action plans, writes today “Koha Ditore”. This has not included representatives of the August 3rd departments, the department for European integration, the budget department and the legal department.
Likewise, no one from the Department of Higher Education is involved, though the strategy is dedicated to higher education. On the list of those appointed by the minister are representatives of civil society, members of the minister's cabinet, representatives of the University of Pristina and 6 international representatives.
Article 8 of the administrative direction for planning and drafting documents and action plans ensures that the list should always include officials from the Department for European Integration and co-ordination of the ministry's policies, the ministry's budget department, other ministry entities, legal offices, etc.
