Minister of Education, Science and Technology Shyqiri Bytyqi spoke about the idea of restructuring public universities in the country that, according to him, are not showing proper quality.
In an interview for KALLXO. com Bytyqi said the decision on forming six universities in six regions that were made at the time of Prime Minister Hashim Thaci was made without preliminary assessment.
“What's in the past at the opening moment, without wanting to discuss why all these universities have opened up, there has not been an assessment of the needs of opening public universities... and when things are done without appreciation there is a big risk that things don't work”, Bytyqi said.
He also said that public objections that came up with this idea may be one of the interests the reactors may have not to lose their jobs.
The “here may be some individual interest in any reactor that can see the risk that I won't be a reactor anymore, but I consider that individual interest cannot be measured by the general interest of society”, Bytyqi said.
Bytyqi stressed that if this plan is implemented, students will have no consequences and professors will not be left without work.
“We do not dare further for x of opening these universities to allow us to function low-quality public universities and with a continuing question. . These universities may be two universities throughout Kosovo, others like campuses or university branches, but always reviewing the current programmes that exist, there will be no interruption of the current students' programme”, Bytyqi said.
Regarding the reshuffle of universities, Minister Bytyqi has formed a working group that is expected to come up with a recommendation for the coming weeks.
With the minister's idea, analyst Dukagjin Pupovci, who considers that the large number of universities and the multiplying of research programmes in the regions is creating a chain effect of declining quality.
I think it's a shooting step to analyze the situation in the public institutions of higher education because there are problems of different natures. First, there is a serious lack of qualified academic staff that undoubtedly affects quality. Then there are multiple curriculums that affect quantum hyperproduction in certain areas, such as justice. We also have the phenomenon of depending on these universities on UP academic staff engagement that affects the decline in quality at UP”, Pupovci said.
