The tenders of the institutions pay dozens of advisers from the state's wallet in exchange for the play they show for the ruling parties. The rise in the number of government dictatorships has also increased the number of advisers for their carriers.
Until the Ministry of Foreign Affairs (MPJ) has shown how many advisers have applied to be equipped with diplomatic passports, the prime minister's office has said there are only 15 officials that can be equipped with such documents.
