The explanation sent by Pacolli's office:
Based on media reports, making certain decisions by the first deputy prime minister and Foreign Minister Behgjet Pacolli, through which the mandate has been continued to diplomatic representatives, we inform you that this has been made in full accordance with the Law for Foreign Service, article 22, and, respectively, the recommendations accepted by the National Audition Office.
All diplomats in question have passed a four-year term, calculating the date of their appointment to diplomatic service, as envisioned in Article 22 of the Foreign Service Law and Article 10 of the Rule for Foreign Service (2009). So, in order for diplomats in question to continue their work, decisions have been made to continue their mandate.
Likewise, we want to explain to you, that the return to the Republic of Kosovo, diplomatic representatives, does not relate to these decisions, and that the (reversion) withdrawal of diplomatic representatives is done according to another legal procedure, based on Article 23.2 of the Law for Foreign Service and procedures designed for Foreign Service (2009).
Continued term of diplomats, on the part of First Deputy Prime Minister and Minister of Foreign Affairs, Mr. Behgjet Pacolli, was made with the aim of addressing the findings of the National Audition Office and with the aim of establishing the principle of legitimacy, because diplomats in question have served on missions without legal mandate.
Other media reports are untrue because the continuation of the mandate of diplomats by a certain time does not imply or prejudge their return to the Republic of Kosovo, since, as it was said, this is done under another procedure, defined by the Law.
