Based on the Children's Protection Index published by the KOMF, Kosovo has achieved a score of 0,375 out of the likely 0.1 points in its actions to protect disabled children. Kosovo has defined the right to cash assistance for families of disabled children as element [...]
Kosovo has defined the right to cash assistance for families of disabled children as a protection element, through the Financial Support Law to Children's Families With Limited Skills, but this law does not guarantee comprehensive protection for all disabled children, but it recognises the right to material compensation only for children with permanent limited ability. As such, he discriminates against and does not cover children with limited temporary abilities, nor do children with limited partial abilities. Moreover, the 100-euro financial support provided to households is insufficient for the needs of disabled children” is said in the communique sent by the KSF.
This coalition of organisations has recommended changing this law to include comprehensive protections for all types of limited capacity, including children with limited partial capacity.
It has also been said that at the municipal level, community social services for disabled children are very limited, and there is a lack of institutional will in the budget sharing for the implementation of laws in achieving comprehensive education for disabled children.
The “recommends that through sub-procubation, Kosovo create and sponsor community-based social services for disabled children who respond to their particular needs in providing daily psycho-social services, for rehabilitation, socialisation and reintegration of children”.
