So has the Ministry of Labour and Social Management.
“During 2017, on the part of the Centres for Social Work, 34 new cases of abandoned children” were reported, said Musa Demiri, official for information from the ministry.
And in SOS the Children's Village are currently standing 67 children under care.
There are currently 67 children in care, at Family Alternative Care”, said Besnik Peci from the SOS Children's Village in Kosovo.
He has shown what age is under the supervision of this organization.
We have different age groups of children, such as 0-4 years we have 12 children six girls and six boys.
Our four-17-year-old groupings are 38 children 26 girls and 12 boys and age 17-22s, we have nine girls and eight boys, ”, Peci showed.
Sociologist Ferdi Kamberi has said that abandoning children is the result of many factors.
“According to sociologists, this phenomenon has more to do with premarital sex or extramarital relationships, teen pregnancy, lack of an adequate family planning, then stigmatisation of women either by family or social circle, other factors are not to accept parents' fatherhood in this case more on the part of men, socio-economic factors (employment, poverty, lack of social welfare), lack of basic living conditions, or lack of housing, lack of female independence for children, and other factors, I have said.
As a promising preventer from abandoning children, Camber has said that the important role in a family plays real communication.
“As far as preventatives are concerned, we consider that there should be first real communication in the family, because communication is considered a key to success, and through communication many problems will be solved”, it is expressed.
Kamberi says the important role in the preventing of this phenomenon also has the country's institutions, thus citing a series of measures they can take.
“Then the country's institutions must create popular policies for the family, policies that support new mothers should be established, as data also shows there is a decline in nighthood. Various actors, such as central, local and social work centres, have to work with the community in order to have a awareness of society regarding the consequences of abandoning children. Also, public institutions should strengthen units for mothers and babies, provide greater services for family planning, counseling services and family services, preventing children from abandoning maternity units, should be treated by hospital personnel in order to be able to manage high risks and offer positive advice. Even these are initiatives that were recently undertaken by states in the European Union”, it has shown further.
According to him, media also play an important role in this regard by prioritizing their family and development and promoting it through different emissions and programmes.
He has said the issue of abandoning children is one of the phenomena of Kosovo society, which after 1999 has marked an increase.
Kosovo's Penal Code stresses that abandoning children is penalised.
“Noni 250 Mistreatment or abandon of child three. The parent, the adoptive parent, the steward, or the other person who exercises parental authority over the child who abandons such a child in a way that endangers his life or endangers his health severely, is sentenced to imprisonment of one (1) to five (5) years”, highlighted in this Hill.
