Outgoing LDK government announced competitions for employment of over 100 people in the Ministry of Culture

The LDK, which was in a coalition with the PDK, saw something going wrong in common governance.

This was observed by the LDK and began to mobilise, both in the party, but also in the ministries it led. These included the Ministry of Culture, Youth and Sports (MKRS). This minister was led by Kujtim Shala, who was also deputy prime minister.

Insander discovered that the MKRS for 5 months announced 19 contests for various positions. These required employment of over 100 people in different positions, at MKRS subordinate institutions.

The first contest during this five-month period began at the time of the coalition's quake. On April 5, 2017, the Ministry of Culture declared the contest for 20 different positions.

Ten days later, the next contest was announced, where an official for budget and finance was required at the Kosovo National Theatre.

As the clashes between coalition partners continued, The MKRS continued with the announcement of competitions. Five days later, it required an administrative/administration/Ectorship at QRTK Pristina.

By May, when it had almost been clarified that the co-governance had been co-governing P DK-LDK cannot go on, the MKRS announces the next competition. The May 10th was the end of the Mustafa government, as the majority vote coalition approved the motion for its collapse. Its approval was defeated by PDK deputies who were in co-governance with Isa Mustaf's LDK.

After the government collapsed, the prime minister and cabinet were on the run. The Ministry of Culture continued with the proclamation of contests. This minister, after the collapse of the government and has so far declared 15 contests.

On May 23rd, about two weeks after the collapse of the government, this minister announced a contest for 58 different positions in its subordinate institutions.

One day later, another contest was announced requesting an official for Cultural Heritage RTK Pay. The same day, the next competition was announced, demanding an Official Archive at the Kosovo Archaeological Institute.

Following the government's dismissal, the country's president, Hashim Thaci, announced early parliamentary elections, which were held on 11 June.

Prime Minister Mustafa and his cabinet continued to exercise their duties until the new government's arrival.

Prime Minister Mustafa (LDK)'s party linked the pre-election coalition with Behgjet Pacolli's AKR and Mimoza Kusari-Lila's Alternative.

However, this coalition failed to win elections against the other coalition. PDK-AAK-Nisma.

While the parties negotiated agreements on the establishment of the new government, the pace of the declaration of contests continued.

About five days after the election ended, June 16, 2017 MKRS announced a tenor competition at the Kosovo Philharmonic Corin.

The same day was the competition for a musical teacher at the Kosovo Museum.

Then, the month of July brought other contests. It was the 13th of this month when the MKRS through the competition wanted a mailman for the Archive QRTK in Gjakova.

The 21st July issued the next requirement for staff, where through the competition this minister sought an administrative assistant at the Department of Finance and General Services.

The following month, August 1, the need for an archive official again appeared. The same day the competition was announced for an administrative assistant at QRTK Gjakova.

August 2nd featured the demand that a Business and Finance offices at the Kosovo Cinematographic Centre be employed through the competition.

The MKRS did not stop by proclaiming the contests. Now he was looking for a sports official. He had published this position on August 4, 2017, the Insander report.

Early parliamentary elections forced the outgoing prime minister, who at the end of his mandate, to make changes to his cabinet. Former Prime Minister Shala had received enough votes to become a deputy of the Kosovo Assembly by the LDK.

Instead, Vlora Dumiti was appointed to the post of Culture Minister.

Even in its temporary mandate, the proclamation of contests continued.

The August 18th 2017 contest required a professional associate for youth, étnologist at the Kosovo Museum, professional collaborator at the Prizren Archaeological Museum, professional Commissioner at the Kosovo Archaeological Institute.

The same day also brought the competition for a donation official.

And the last competition that has been announced in this ministry so far is that of August 23rd through which he was looking for an official for Buzhet and Finance.

So in the 5-month period when governance began to destabilise, until the handover of the government mandate, the Ministry of Culture declared 19 contests for the admission of 105 officials to various positions in institutions that respond to it.

Former Minister Dumosh has told Insider that the announcement of contests has been the responsibility of the ministry administration.

No contest has to do with Vlora Dumosh. When I walked in, I said I didn't want any competition declared. What the administration does, which are the countries in other institutions I don't know. They're administration work. I'm telling you this with greater security and transparency than anything is related to my name”, she said.

Even former Prime Minister Kujtim Shala has denied being informed of such a large number of open competitions at the time he headed the Ministry of Culture.

The “you describe are competitions for special services and not for regular work. It has nothing to do with the mandate of the ministry and has been declared on the request of departments or institutions. The procedure has been developed in accordance with the law and under the recommendation of the General Auditor. The contests were announced when the budget was secured by the Ministry of Finance. Those contracts have a 3-month extension of”, Shala said of Inseder.

The newspaper Insander has also sent questions to the Ministry of Culture's Media Office to receive answers from the administration concerning frequent open competitions at the end of Government mandate Mustafa.

The administration of this ministry has yet to provide answers to suspicious competitions, through which employment of over 100 is planned.
