The latest American movement came after the reduction by Moscow's US diplomatic staff in Russia, with a total of 755 people in July.
But Lavrov blames the Obama administration for launching diplomatic disputes last December.
The former US president expelled 35 Russian diplomats, as well as closed two Russian representatives, due to Moscow's annexation of the Crime Peninsula from Ukraine, but also for the alleged Russian intervention in the American elections.
