Shipilla, Kosovo's Lazarati

The ship is Kosovo's Lazarati. This comparison, made by a senior KEK official, is emerging to have been accurate. Not only because of the state's failure to have access to this village but also because of the involvement of the powers in the crime made with the purpose of the state extortion.

Just as there were in Lazarus, there are powerful people in Shirley who are rubbing their hands to snatch a million out of the expropriation process.

The modern village of Shipilla has a history of several years and has not been built for a day as the impression of the many reactions made in recent days on Facebook.

It has been written and talked about in the past, but it had never been a subject of debate, even though it had been warned that the state and citizens would lose millions of euros.

The short story of Shippitula would be this: KEK found it necessary to expand the mines after the old mines (the White Mines and the Mirashi's) were running dry. KEK had started shifting Hades residents. The removal of Hades had been made by violating World Bank rules and applicable laws in Kosovo. The whole village had not been moved at once, but the shift, which was sometimes violent, had taken place in some parts. This division in the neighborhood had caused neighborhoods still waiting to move to fill the courtyards with new homes. Today, almost every court in Hades has 2, 3 and more houses that resemble towers because of the great quadratur.

At one point, KEK had decided to switch a bit. Hadia was avoided, and the flock was directed toward Shipilula. There is little information about the reasonableness of this decision.

But it has already been established that for someone “information (that the mouse will go towards Shippitula) was gold”. With the decision made by KEK (unknown whether it is written) to direct the mine to Shipipula, there was initially a growing demand for the purchase of land on this side. Someone had bought land and built houses, and someone else from the sale of land made “Cash” to build another house.

Guiltys

Some of the people with access to information had been building since 2010. Residents say that there are several former KEK officials and officials in housing construction.

Most construction was done between 2013 and 2015. In the second part of 2014, when Kosovo was in an institutional crisis, it had immediately begun building houses in the Shipitula, as if they were roadblocks for the mine. Over 100 houses were built for less than 3 months (according to the inhabitants of Shtipula), mostly in late 2014. There is currently no accurate figure for the number of houses that have been built since 2009, when this part of the Obilic municipality was re-declared as the Zone of Interest.
One is sure that in Shiptulla, guilt is not an orphan.

The Kosovo Energy Corporation and the Ministry of Economic Development are the main culprits for Shipilula and Haden.

The Ministry of Economic Development has succeeded the Ministry of Energy and Mines, which since 2005 has launched the New Kosovo “Project” (Kosovo C) which was designed to have a huge social impact, forcing some villages to move.
Interest zones were declared, but just as those areas of the project were forgotten. The coal extraction dynamic was much lower than the initial planning with “Kosovo C” with the capacity of 2100 megawatts in the system. This had created comfort for KEK by neglecting interest zones declared in 2004 and reconfirmed in 2009. For KEK's inaction, the blame falls to the MZE (also the Ministry of Energy and Mines), because under it is an office that monitors the company.

One of the houses built in the Village of Shiptule Process had dragged on so hard that the reason of the residents that they needed housing construction because they faced increased families was, in some cases, reasonable. As an explanation, when the country proclaims an area of particular interest, construction can no longer be done there. However, guilt falls on the state's own institutions if a decision to declare the interest zone holds even a family hostage for more than 10 years, while not taking steps to expropriate or depreciate the decision for an area of interest. It is a violation of human rights that residents will not be able to build the future due to negligence or government failure, as was the case in the KEK-made shift.

There are also the Obilics Community in the ship's scandal. The latter allowed land trading in the interest zone. But one of the biggest concessions in this municipality was to allow land paracelitation in the area of interest, that is, creating some land from a single surface. This has opened the way for residents to build more homes on their land. Furthermore, the Obilics Community never banned the unlicensed construction being done in the Shipitule, which was not a common village but an area of interest.
Co-operation with KEK was also the Ministry of Environment and Spatial Planning, which was responsible for overseeing the area of interest and helping the Communists prevent construction in the area. It is also responsible for the expropriation process and has had the main burden of overseeing the part that had been declared an area of interest by its initiative.

Strippers

The guilty are also residents who have exploited the state's weakness to profit at the expense of other citizens. Building towerlike houses only to rob the country is as harmful as veneering in tenders that a politician can make. Even their act is the classic theft of state and citizens.
The action of KEK officials or any official from certain ministries who have had access to information is a criminal act. Residents' words that housing construction have also been invested by KEK officials, the municipality or any ministry must be investigated by the Prosecutor.

The existence of institutions well explains the privatisation of several dozen hectares of land that stretched within the AKP's interest zone. The newspaper “Life in Kosovo” had found that 54 hectares of land have been sold for 75 euros per gold respectively. The sold land is within the Special Zone for New Mith. The sale of these state properties has cost 370 thousand euros. But he will pay many times more for this land. If all these lands in the future are expropriated by KEK, this company will be forced to pay nothing less than 2m 800 thousand euros if the minimum price for agricultural land is calculated of 500 euros.

All of this state failure in Shiptule and Hades will cost tens of millions of euros. These millions will not come from the state budget, but will come directly from the Kosovo citizens' pocket. The cost of expropriation is included in electricity tariffs, which the citizen eventually pays.

For the government's total neglect for the past two years, there's another bill that the citizen also pays for. The production ban means that KESCO will import expensive electricity that goes into tariffs and translate into more expensive bills. And if by import the energy balance is exceeded by 5 percent, the ZRE board can make a more exciting review of the tariffs, so we'll pay more dearly since September. There is a chance that the Energy Regulatory Office Board is dysfunctional after it has not met with 3 members due to political deals.

It is not enough for Shippitula to audit, as it was done in 2009 for Hades' shift, but there must be criminal investigation by the Special Prosecutor of the Republic of Kosovo.
