Lulzim Peci, a former diplomat now part of the civil society in Kosovo, has said that Kosovo must change the constitution, which, according to him, has a democratic deficit, as the relative majority, says it gives priority in relation to the parliamentary majority.

This job of nominating the heads of the Assembly or prime ministers without winning elections or creating post-election coalitions of the majority in the country, instead of providing solutions to effective institution creation, is becoming a problem of managing egos of expectations for these positions.

One thing is clear: Kosovo needs to pre-assuming the Constitution, which has democratic deficits because the relative majority (party or first coalition with the number of MPs) gives priority in relation to the parliamentary majority.
