KDI has analysed reports of the National Auditor Office(ZKA) for central and local institutions, where violations in public procurement are evident in most reports published by the ZKA, with a 20 per cent involvement.
Diana Metushi-Krasniqi, project manager in KDI, said there are a large number of reports repeated found at Kosovo institutions.
She said that since the local level has more to say problems related to tender assessment and avoiding procurement procedures, the central level has expressed the problem in contract management.
According to her, the biggest problems have been recorded in planning, where it concerns us not to comply with the legal provisions of the Public Procurement Law. Metushi-Krasniqi added that mostly findings for irregularities are municipalities, and Gjakova, and Ferizaj and Pristina, while from ministries or central institutions the Ministry of Internal Affairs, MAP, MAST, MIST and MMPH.

According to 2016 audit reports, municipalities with the least recorded findings in public procurement are the municipality of Yunik, Suhareka and Zubin Potok. While, mostly found municipalities are, those of Gjakova, Ferizaj and Pristina, given that these municipalities simultaneously also hold the largest number of public procurements at the level of Kosovo. As far as central institutions are concerned, ministries with the least found in public procurement are the ministry of integration, the Ministry of Labour and Goodness, and the Ministry of Trade and Industry. While, the ministry of most findings is the Ministry of Internal Affairs, the Ministry of Public Administration, the Ministry of Education, the Ministry of Infrastructure and the Ministry of Environment and Spatial Planning”, Metushi Krasniqi said.
Furthermore, it stressed that in about 40 per cent of institutions, findings have been recorded concerning the tender assessment process with a special emphasis on paying off unhindered economic operators to demean the elimination of cheaper economic operators.

“In about 40 per cent of institutions, findings have been recorded concerning the tender assessment process with a particular emphasis on the reward of irresponsible economic operators, the elimination of cheaper economic operators, and various shortcomings related to meeting the tender file requirements. Also disturbing is the fact that the findings posed at 38 per cent of local and central institutions have been recorded in violation of legal deposits, respectively, violations of procurement procedures. From the above comparison, we note that institutions of both levels face almost equal problems in planning and finance”, she stressed.
Metushi '% Krasniqi from KDI explained that during the analysis of audit reports, the implementation of recommendations the audience offers is very low.
Artan Canhas of this organisation said that this year a number of reports that have been handed over to the Prosecutor, so they are monitoring the prosecution for these addresses. He said the lack of political will that is causing these recurring topics to not be adjusted year-on-year.

This year as much as I have information from the National Auditing Office, it is that a number of reports that have been observed that there are greater violations to the Prosecutor's Office and that in this direction we should now expect the results and not expect that within the day this issue will be settled, but we are also monitoring the prosecutor's work of how much it is taking on the basis of the audience's reports to take on a responsibility for those who have mismanaged public money”, Canhas stressed.
KDI requires institutions like the Kosovo Assembly and the Municipal Assembly to take political responsibility officials who report to these troops. Political will and accountability must be increased so as not to repeat the audience's recommendations year-on-year. KDI has not even analysed reports of state agencies and independent institutions.
