3. Kosovo Security Force's 8m euros will be spent on the purchase of 7 armoured cars known as Humvee.
They will be brought in by the US, but their purchase will not be done with regular procurement procedures. The KSF ministry has decided to buy them with negotiated procurement procedures without publishing the contract announcement, KTV reports.
Their idea was rejected by the Public Procuration Regulatory Commission, which requested clarification and why it is decided to go with this form of procurement.
The Ministry of Security has listed 10 reasons why you think these millions would have gone to the AM General Company positively impacted the creation of the Force.
They say this would affect maintaining relations between the US and Kosovo and would create the possibility of the Force winning other humvees, donations from the American Army, which is in the process of replacing these vehicles.
The ministry therefore cites the fact that vehicles are suitable for Kosovo's mountainous terrain and says that the possibility of maintenance and spare parts of them could be made by the American contingent at Bondstheel. The KSF also hopes the US Army could train its mechanics.
But these facts have not been convincing for KRPP officials.
On the other hand, the KSF's Accounting Authority says the reasoning provided had also been based on the recommendation of KSF Commander Nakman Rama, Director of the Logistics Department Zijadin Bajchinca, and on the decision of Minister Haki Demolli, who have requested the involvement of this type's tactical vehicles within the standardised FSK vehicles.
But even that was not convincing. KRPP, who has requested review of this acquisition.
KTV asked. M The KSF if it took these recommendations to base, which has said it has given co-operative KRPP reasonings and is re-proceded the announcement of some kind of spending procedure on such vehicles.
The Ministry of Force has indicated that for this procurement it has planned 3m 850 thousand euros and the planned amount of purchase is 7 vehicles, but that this could change after final negotiations on the financial bid.
Cars are expected to come to Kosovo within this fiscal year.
