Journalist and publicist Veton Surroi writes that Kosovo's Constitution does not specify that the Speaker of the Parliament should automatically be the PANić candidate.
He is drawing mother from the Constitution of Kosovo, clarifying the issue:
Kosovo Constitution does not specify that Parliament Speaker should automatically be candidate I PAN.
In Article 67, provisions 2 of the Constitution are said to be “the Speaker of the Parliament is nominated by the largest parliamentary group and elected by the majority of votes of all MPs in the Parliament”. The constitution guarantees PAN the candidacy, but not the post of Speaker of the Parliament. So, the PAN-I has the right to proposal, but the right to choose is held by the Kosovo Assembly deputies.
In normal democracies, in such a situation, minority (PAN) must adapt to the will of the majority, whether to convince the majority of its proposal.
