Hoti: Not creating institutions endangers local elections

Acting Finance Minister Avdullah Hoti has said that delays in the establishment of the government and the assembly's constitutionalisation would be impossible to review the budget.
Hoti called for the institutions to be established as soon as possible in order to review the budget and secure the funds needed for the elections.
We're going to have budget problems for local elections, because this year it's been planned for 6 million local elections, and since we've used them for general elections, we need 6 million more for local elections. Therefore, it is calling for the institutions to be established as soon as they are established and the budget revision is made and these funds” secured, Hoti has said.
But the incumbent Finance Minister says the government in any form will find solutions to secure the 6 million budget for local elections.
It guarantees they will seize legal opportunities in order to realise domestic aloation of up to 15% at the ministry of finance and up to 25% in the government.
“Unless the quick formation of institutions occurs we as the finance minister and as a government will seize the legal opportunity we have in domestic aloche of up to 15% in the ministry and up to 25% in the government to ensure the means for normal functioning. I still guarantee that institutions will function normally, the financial obligations the government has will carry out normally, but it is these resistance that could be blocked in implementing certain capital projects”, it has clarified.
Hoti in an interview for Online Economics says that because of the non-function of the Parliament, 2 billion budgets have also failed to be implemented.
Even the law for the Kosovo Privatisation Agency is ready and unable to be approved, unable to attract means from the AKP for strategic investment.
I have reported to the government last week about the consequences of going to elections unplannedly, because there is no parliament that is effective and we can't review the budget, we can't adopt laws that guarantee the implementation of the 2 billion-euro budget, in particular the law for The AKP, which withdraws means from the AKP for capital investment needs. The law is ready but cannot be approved if parliament does not function”, Hoti has clarified.
