Visas and demarcation, Matoshi: All options are on the table.

Halil Matoshi from the cabinet of Kosovo prime minister says setting the demarcation as a condition for abolishing visas will be discussed with European Union officials.

“All options are open, which means they can be removed or placed on the table and other options”, Matoshi said.

Seting the ratification of the border demarcation agreement with Montenegro as an irreplaceable condition for visa removal continues to be seen in Pristina as an injustice that has been done to Kosovo on the part of Brussels.

Emrush Ujkan, professor of European Law at the University of Pristina, told Radio Free Europe that it seems more than impossible for the European Union to give up criteria set for visa liberalisation. He says that such a thing would be welcome, but it seems a bit reliable.

A non-defined border line like ours with Montenegro cannot be called otherwise just the problem. So I do not believe that this will happen. It means the EU will keep its course. But it remains our institutions to meet EU requirements. It would be good if it could happen because it's about the free movement of people. But, however, I don't believe it will happen”, Wolfan said.

The bill for ratification of the Agreement on Marking the Border Line with Montenegro, along with the findings of the state Commission, where irregularities in the Kosovo and Montenegro agreement are found, has already been deposited in the Kosovo Assembly, respectively, at the Foreign Affairs Commission.

But it is still not known when this case will be prosecuted at the plenary session for the vote. Deputy Chairman of the Kosovo Commission for Foreign Affairs Time Kadrijaj from the Alliance for the Future of Kosovo's ranks told Radio Free Europe that the draft demarcation bill has not yet been introduced into the agenda.

Perhaps there will be a debate on the commission. Within a commission meeting, it must either pass or receive more positive or negative votes, but it still procedures further. We haven't had a commission meeting in two weeks and we're waiting when it will be prosecuted”, Kadrijaj said.

On the other hand, the European Commission has in some cases repeated it to Kosovo's prime minister and government, that without ratification of the demarcation agreement with Montenegro, Kosovo cannot benefit from the visa liberalisation process.

The border demarcation agreement with Montenegro is signed by Pristina and Podgorica authorities at the end of August 2015, in Vienna. The same agreement was ratified by Montenegro's Assembly, but not by Kosovo's. 80 MPs are needed for its ratification.
