I think that the primary reasoning mentioned in the media on the part of power says ratification is necessary for visa liberalisation, while that reason is lacking in the commentary memorandum, which naturally triggers doubts that it has never been a word for visa liberalisation. If it's about such a bill, then why should I take responsibility for something you don't ask for, you don't file it, but it's required by you with historical responsibility. It's anaggressive of the idea of consulting with public. So public consultations are considered arbitrary. It can happen but not necessarily. It is also a huge responsibility for individuals to think about sending such a bill to the Assembly, taking into account its political and historical burden considering that this project and process has been made far from the public eye and far from the Parliament.
