So said Arbresh.info, political adviser to Environment and Spatial Planning Minister Albena Resiti, Leutrim Sahiti.
“We have drafted the task plan for reducing air pollution, taking over proposals of institutions, donors and nongovernmental organisations. The working group for “identified by pollutants and air downloads”, which has begun work and will soon be released with reports on coal users' data in Pristina. We're going to replace the wooded coal with some operators using coal so they don't buy coal next year. The level of co-ordination with other institutions responsible for the air sector has increased since meetings and M requests have been submitted. ZHE, MAPL, MTI, MPB and MI, to implement the obligations that come out of air legislation. We have increased readiness for inspection of the larger pollutants and their eventual punishment under law”, Sahiti said.
Sahiti has said that air pollution is increasingly seen as a threat to public health and that for this the MMPH, through inspectorate has asked KEK and other economic operators to undertake all technical, professional and legal measures in reducing air polluting emissions.
Sahiti, has confirmed that they have asked the Ministry of Infrastructure to start with implementing Administrative Guide No.08/2016 for allowed air discharge rates from mobile pollution sources.
He has also shown requests made to other ministries regarding air pollution.
“We have requested from the Ministry of Trade and Industry to increase the quality control of derivatives imported and sold to Kosovo under Law No. 2004 /5 for Oil Trade and Derivate of Oil in Kosovo, Law No. 03/L-188 for Change and Fulfilling Law No. 2004/5 for Oil and Derivet Trade in Kosovo and U.A. No. 07/2012 for the Quality of Oil Juiced Fuels, the Ministry of Science and Technology, and the Commission's Education Directors to ban the use of coals for heating in schools and other educational institutions, as our children's health” is thus threatened, Sahiti for Arbresh.info stated.
Councilman Sahiti has not left out even the legal responsibilities of municipalities to apply in relation to air pollution.
“Even municipalities have certain legal responsibilities to apply in relation to the protection of air from pollution, which is primarily the design and measures for reducing air pollution, preparing mobile plans, implementing local regulations, increasing inspections or even identifying air pollution sources in their territory”, he has said.
He has said they are already in the phase of changing the air protection law from pollution.
“We are now in the phase of changing the air protection law from pollution, and then administrative guidelines that regulate specific sectors will arise and regulate the issue of the use of fuels, including coal”.
