Demarkation, "pyka" that can break the ruling coalition

The completely opposing positions of the ruling coalition partners in Kosovo, over the issue of the Agreement for Marking the border line with Montenegro, endanger the stability of the Government of Kosovo, which Prime Minister Ramush Haradinaj is leading, recognises connoisseurs of political developments in the country.

While the Democratic Party of Kosovo, as the biggest political subject within the ruling coalition, has voiced the position that its deputies will vote in favour of ratifying the Agreement for marking the border line with Montenegro, the Alliance for the Future of Kosovo and the Initiative for Kosovo, have declared they will vote against ratification of this agreement.

Politologist Ramush Tahiri tells Radio Free Europe, that the opposing positions of the ruling coalition partners regarding the demarcation of the border with Montenegro will put the continuation of this coalition in grave question.

The “standards that are among the coalition partners will be expressed in the vote. While the partner's interest remains whether they will continue to co-go ahead or not. One reason is the demarcation or the demarcation of the border line, but it's not the main reason. It can only be the trigger”, Tahiri said.

Artan Mujariri, political affairs analyst, speaking of Radio Free Europe, suggests that if Prime Minister Haradinaj's government does not exceed the problem of demarcation with Montenegro, it will have a major moral problem of continuing governance.

One thing must be clear that the demarcation issue cannot be put on hold. So there must be solutions or alternatives. You don't dare Haradinaj Government to say we're against this form of demarcation. The Haradinaj government will also have major problems within the coalition (government), but also in relation to international partners, to reason on its continuation, if there is no idea how to deal with the problem of demarcation”.

On the other hand, Prime Minister Haradinaj himself said days ago that his vote would be against ratification of the demarcation agreement with Montenegro.

Differences over this issue have continued Tuesday.

Kosovo Parliament Speaker Kadri Veselini, leader of the Democratic Party of Kosovo, has said that the border issue with Montenegro should end.

I don't want to stop there anymore. We are damaging a creature, which is an independent and sovereign state, such as the Republic of Kosovo”, Veselin said.

But, the head of the Kosovo Initiative for Kosovo parliamentary group, Sheriff Bilalli, has stressed that MPs to this political subject, within the ruling coalition, will oppose ratification of the agreement.

“have been against demarcation and continue to oppose this version. It's not the end of the world”, the Sheriff said.

Politologist Tahiri estimates the country's current government is in crisis, which it will not be able to overcome.

The next “Debates in the Assembly will be the cause for a coalition partner to let the coalition go and the country go to early elections. I expect that after reviewing the demarcation, in any way, passing or not, the vote of confidence of the Government” will be in order, Tahiri points out.

Analyst Mujariri estimates that ruling coalition partners have erred, since the beginning of reaching their agreement, who have not had an idea for exiting the knot that has created the demarcation issue.

This has been a major mistake for the three leaders, the PDK, the AAK and the Initiative, who have created a coalition government without having a vision of how to solve the main problem, which is like some kind of a pykeovina that can at any moment tear the ruling coalition apart. This was the launch and there was no more reasoning, because they had to give a solution to”, Muhaxiri said.

The Kosovo government has already prosecuted for the Kosovo Assembly, the draft bill for ratification of border demarcation with Montenegro, along with the findings of the State Commission for Marking the Border, whose new composition has been appointed by Prime Minister Haradinaj's Government, with Bulicım at the top, following the dismissal of the old composition, which Murat Meha directed.
