During the debate, held in Prizren, the special emphasis was given on the issue of vertical and horizontal profile, where representatives of August and municipal directors who gave their opinion about teaching in the lower cycle of elementary schools were found divided about which profile is more appropriate.
Education Minister Arben Dermaku's adviser said this debate is under way to find the best way for students who end up in the 5th grade to come up as well prepared in the middle cycle of elementary school, respectively, and how they are not divided into pro and cons.
“We are proposing that students from first to fifth grade, the probability of being 5 teachers who are not working is smaller. So the luck is that 2-3 teachers out of 5 are working harder. And these 2-3 teachers work harder on preparing kids for 6th grade. We're not discussing here for and against, we're all discussing how to reach the sixth grade with the attributes that belong to them and the goals that schools have for those kids to reach”, he said.
The official from the Igball Cakaj Teachers Development Division said the incriminating of unqualified teachers at this level has prompted them to think and find solutions to the issue. She said employers are the ones who, when wanting to make changes, should remember that even 30 years of teaching Kosovo has qualified in the system.

The Ministry of Education, has granted career licenses to these educators, and from next year, it envisions performance assessment and advance”, she said.
Cakaj also raised the issue of gathering first-class students to a teacher, since he said that there are parallels of teachers with only 4 students.
We dare not say that four students are in a parallel, while 42 students are parallel to another teacher, good or excellent. Who made this division? Why don't students split up on the standard they should be?
Mathematical professor Sabri Tahiri said the controversial topic today is of great importance because the low level is the basis of education.
According to him, the PISA results also show that great attention is given to children who are in the lower elementary school cycle, since it takes the first steps towards knowledge.
I would first have settled the question of whether the profile is called horizontal by classrooms, or vertical, according to the field. First we have to answer for this and be for one or the other... From this debate we must come out with a platform of how we should go in the future. While I, as a professor, think that profile is more than necessary and that, I am for vertical profile”, he said.
Giving all the subjects from a teacher, according to him, did not produce good results, and for that he said it supports more vertical profile, since, according to him, no better results. At the same time, Feime Llapashtica of the Department of Plan Programs, who said that material profile would make each teacher interested in his own subject rather than other subjects.
