Right-wing populist Andrej Babes will now be appointed the new prime minister of the Czech Republic by President Milos Zaman to the presidential office in Prague Castle.
The 63-year-old ANO party received 30 per cent of the votes in the October elections, securing 78 of the 200 seats in parliament's Lower Chamber and making it the largest political force after elections in Central European countries.
Babis will appoint a minority cabinet, which will be sworn in a week.
So far, the established parties have refused to co-operate with Babes because of an investigation targeting him for fraud of subsidies as founder of a company.
Police have requested the removal of his immunity due to charges of criminal acts.
Critics have expressed their fears that the Communist Party of Bohemia and Morava, that of Freedom, the far right, and Right Democracy (SPD) will support the ANO government.
At the upcoming summit, Babis is expected to deliver a speech seeking an active protection against migrants from non-EU member states.
Babes has set up a <x0); the former Italian prime minister and media tycoon Silvio Berlusconi.
