SAA implementation key factor for Kosovo walking towards EU

In the analysis published by the Group for Jury and Political Studies, with the theme “Kosovo, European Integration and the SAA: An analysis on the perceptions of citizens”, citizens have said that Kosovo's biggest benefit of EU entry is the right and freedom to travel, study, work and live everywhere in the European Union.

Citizens' support for Kosovo's EU integration is also indicated by their crushing vote of 75 percent, if they were to vote in a referendum on the country's EU accession. While 81 per cent of pollsters have expressed confidence that the EU integration process would generate a significant economic development in Kosovo.

Holland's ambassador to Kosovo, Gerrie Willems, has supported this analysis, saying Kosovo has no time to lose on its European path, but difficult decisions must be made.

It called for uniting all political groups and making the necessary reforms stemming from the SAA, as this agreement is key towards EU integration.

“The policy analysis published today by GLPS and PIPS provides a very clear picture of what needs to be done and how stable the implementation of reforms defined in the SAA and EAR will contribute to Kosovo's development and to Kosovo's progress in the European agenda. Why do this ongoing emphasis on the SAA, you might ask, because both the SAA and the ERA are key instruments and guides for Kosovo's development and for its progress in the road to Europe. But also that the SAA offers a unique opportunity to strengthen rule of law that is essential for many other reforms in Kosovo”, Willems said.

Katerina Lopo from the EU office in Kosovo stressed that it is important that Kosovo has European prospects, but Kosovo has lost time in its work in implementing the SAA.

The “is very important and very positive that Kosovo has a European perspective. We now have the first contractual relationship that is the SAA, we have the ERA which is a very important tool, which is here to help Kosovo move towards Europe, and implementation comes first and then we can talk about the next steps”, she said.

As Parliamentary Commission for European Integration head Blerta Deliu said the SAA increases Kosovo's responsibility to implement the required reforms. According to her, SAA implementation represents the first road to the EU.

“In view of our country's determination for EU integration, the SAA represents our first path to mechanisms and the fulfillment of the deadlines to undertake reforms needed for membership in the European Union. These reforms, I consider, will be undertaken progressively, thus including the fulfillment of all legal obligations of our state, meaning adoption, implementation of EU legislation, but still the approach of our legislation with that of the EU”, Deliu-Codra stressed.

However, criticism of no work against past governments had Vetevendosje deputy Glauk Konjufca, under whom there is no European integration without reform in justice, because this is the cornerstone of integration.

According to him, it is a time when no one should be pleased but to act on implementing reforms, which were not carried out by the previous government, which was huge. Konjufca said Kosovo is on the tail of European integrations.

“I mean in the area of judicial reform. There are no European integrations without reforming justice, this is the cornerstone of European integrations. If in a crime country his hands are free, if in a crime country he has scary guts and he has free hands to do whatever he wants, there is no European integration, and that's in Kosovo happening. The boldness of crime in Kosovo is frightening”, Konjufca stressed.

Meanwhile, AAK deputy Ahmet Isufi stressed that Kosovo is in Europe, but for the level of development and civic welfare is still far away. Even Isufi agreed that past governments have not done enough, but that he indicated confident that with Haradinaj Government the situation has changed to substance.
