Procuration violations are not being punished by anyone

A discussion table in which representatives of the supervisory institutions surveyed in this report, NGOs, media and contracting authorities have also taken part.
In this discussion it has been said that besides exercising the supervisory office, it is very important to work more seriously on implementing the recommendations of these institutions. That is because many municipalities and ministries do not apply most of the recommendations, repeat violations of the Procuration Law and take no measure against officials who misuse public funds.
The author of this report Ismajli from D+ has stated that in order to avoid violations of the Public Procurement Law, audience recommendations and opinions of the Agency Against Corruption should be respected. At the national level, more than 60 percent of the audience's recommendations are not addressed by ministries and municipalities. On the other hand, the anti-corruption Agency's opinions on cases in which there are allegedly relatives of corruption, are also being largely ignored, and the number of non-re Addressing those opinions has increased.
KCPP representative Osman Bytyqi stressed that the focus of procurement supervision should be passed on to the non-real implementation of public contracts. While the general audience's assistant agreed that the ZKA could offer more concrete recommendations so that they can be addressed more by the contracting authorities. She has said the main problem of not addressing recommendations lies in the fact that the audience has no executive competencies to impose institutions to implement the recommendations.
Anti-Corruption Agency Director Shaip Havolli said they are reviewing their supervisory mandate for monitoring public procurement to avoid intervention in the KRPP competencies. He also added that under the anti-corruption strategy special attention would be dedicated to public procurement.
Other participants in this meeting have raised issues related to the co-operation of overseers such as the prosecution and the audience, in order to increase the accountability of public officials and contracting authorities. Once, in order to have a higher level of implementation of recommendations, some laws need to be changed and good practices promoted.
