There is still time until the mayors elected by the citizens' votes, put on their duties. This is due to procedures that should be followed by the moment of inauguration of the mayors, who are expected to govern Kosovo's 38 municipalities.
Central Election Commission spokesman Valmir Elezi has indicated about “Index” which steps should be followed by the moment the chairmanial certificate was selected in the local elections.
According to him, after the results are announced, complaints must be expected that are filed in the Election Panel for Ances and Parashta (PZAP). And if this institution rejects any complaints, the complaining parties may turn to the Supreme Court.
Therefore, Elez has said, the decision of these institutions should be expected so that the CEC can proceed with certificate.
“Initially is announcing the final results of the second round of elections and revote for the head of the Partesh municipality. Then comes the deadline for complaints on the Electoral Panel for Ances and Parashtres. We must wait for this institution's decision to proceed further, in case there is any complaint. It is known that if there are complaints and this institution rejects any of them, the complaining party may again file a complaint with the Supreme Court. So we have to wait for the decision-making of these institutions to proceed further towards the certificate of final results and the conclusion of the” election process, Elez stated.
After the chairman's certificate, it is worth 15 days to keep the inaugural meeting. In response to “Index”, the Ministry of Management and Local Power, has suggested that this procedure is introduced to Article 42 of the Law on Local Self-Government.
“Submission of mandate from the new municipal bodies (Comunal Assembly and Mayor) is done with the consisting of new organs, which take place at a solemn-inaugurative meeting. The inaugural meeting is held 15 days from the Day of Certificate of Election Results, as envisioned by Article 42 of the Local Self Government Law. In municipalities where certification of municipal organs (certification of municipal assemblies and certificates of mayorship), those in the 15-day term from Certificate Day can call inaugative meetings for meeting municipal organs”, the MAPL suggests.
Otherwise, local elections in Kosovo were held on October 22nd, while the runoff was held on November 19th.
