A resort in Georgia is involved in the flames, killing 11 people and wounding 21 others.
All the victims in the 22-story hotel and casino died of smoke.
The Leogrand resort, on the Black Sea coast, is included by a powerful fire that has spread to several floors of the building, the Georgian interior ministry said.
The reason for the fire, which lasted hours, is not yet clear. More than 100 people were evacuated from the hotel.
Among the wounded are three Turks and one Israeli. Identification of victims is still under way, but an interior ministry statement reported initially that it was an Iranian and 10 Georgians.
