“For six months only implemented 34.8 %s of measures for SAA”

Albana Merya from the Group for Jury and Political Studies stressed that according to the National Plan for SAA, Kosovo must implement 241 measures in total, while only the legislative measures are 119.
In total of these measures as I said, there are 241 measures, totaling the first six months of 2017 only 34.8 percent. The remaining 65 percent are measures that have either not been realized at all or some that are partially fulfilled. It should be highlighted by 241 actions that are in total, 119 actions are legislative measures, which include both primary and secondary legislation, involving legislative orders or various regulations. More specifically, there were 34 laws to be adopted during the first six months 2017, 41 regulations and 44 administrative orders. Eventually, only four laws, 13 regulations and 21 administrative commands,”, Merja said.
Merja has added that drafting laws is very important, but that laws should be not only good but also in line with the European Union's Acquis Communautaire.
According to her, even holding early elections for the Kosovo Assembly has affected the impasse in implementing the SAA.
For the second consecutive year, we've noticed that institutions, although they have a breakthrough in awareness of the work the SAA has for co-ordination among institutions continues to be very weak. On the other hand, new elections -- or premature -- for the Kosovo assembly normally impacted this process to slow down and we have not seen a fulfillment of those measures at the rate it should have been. With concrete coverage of the first six months of 2017, Kosovo institutions have had to implement a total of 241 activities divided into 32 48x1>, Merja said.
During the SAA implementation monitoring for the first six months, Merja said they have divided the measures into three types, fully met-up measures, measures that are partially complete and unfinished measures, which are measures that the process has not yet begun.
She stressed that even with the arrival of the new government, they have not seen any acceleration of the SAA implementation process.
