The company “MaCon”, which is led by Rugova's two brothers, according to a survey of Kosovo's “Directory”, had built a seven-story municipal property facility in 2004.

In addition to this construction, Rugova has been charged with opposing his candidate in local elections, Arif Elshani, for favouring a company of his son in municipal projects. Elshani had said that there is evidence of these favors of Istog's chairman.

“We have municipalities with 159 employees, the Procurement Office working for non-communal interests because this office has more than 10 subjects and is not done. And in the debate held on Kosovo's “life show” for local elections in the Istog municipality on October 4th, Rugova pledged that the company “MaCon” will not work on municipal projects.

The findings from the research showed that the brothers of President Haki Rugova in three tenders have been recommended for the contract being awarded by the municipality of Istog.

Two tenders were won in 2010. The latest tender was won in 2014 for the construction of fecal sewers in the village of Cerce. The value of the contract signed between Istog municipality chairman and company “MaCon” was 283 thousand euros.

In a proposal for “Justice in Kosovo”, the deputy chairman of the Democratic League had acknowledged that his brothers' company has operated on municipality projects.
