In 2014, The CEC was recommended to better inform voters of the 2014 election in order to reduce the large number of invalid balloting. But the number of invalid ballots has increased in the 2017 elections. The CEC had illegally awarded a tender for “Information of voters for Local Elections 2017”.
In a report compiled by the Central Election Commission (KQZ) in 2014 that compared the 2009 and 2013 voting process was recommended that voters be better informed about the way they vote.

This report even suggested that a special voter - information strategy be drafted, a category for eliminating cases when the candidate alone and not the subject.
But the suggestions from this report seem to have not taken the Central Election Commission seriously. He had chosen the tender winner for “Public Information on Local Elections 2017” illegally.
CEC tender for voter information illegally
The Central Election Commission suspiciously chose the winner of the tender for “Public Information on Local Elections 2017”, just weeks before local elections were held on October 22nd.
Insander had reported in October of this year for this tender, awarded by the CEC.
As the paper had reported, the CEC in May this year had announced the tender to seek a company that would make the local election information campaign to be held on 22 October. This tender, worth 188 thousand and 107 euros, was won by the company “2B”, but the other company, which had offered 10 thousand euros more had complained about legal violations.

But their main complaint had been the fact that the CEC had not respected the laws when it asked companies to extend the currency of their bid, as this tender had exceeded the legal deadline for completion.
According to the complaining company, “2B Studio” has not met the requirements for: “professional preparation of the project manager, with minimum 3 years of same nature work experience” and for “the professional experience of at least three staff members with university degrees”.
The MDA L.L.C. company claimed that the CEC has re-evaluated bids, even though it has expired the validity of bids by operators. The OSHP, although it has named this action illegal, reports Inseder.

Increasing the number of invalid ballots in 2017 elections
In parliamentary and municipal elections held this year in Kosovo, the number of invalid ballotings compared to two parties -- municipal and parliamentary -- were held in 2013.
Over ten thousand invalid ballots have been marked in the 2017 parliamentary elections (42 thousand and 143), compared to the parliamentary elections of the first four years (30 thousand and 725), reports Insander newspaper.
Meanwhile, increasing the number of invalid ballots has been confirmed in the 2017 Municipal Framework elections.
In the October 22nd local elections, there was an increase in invalid ballots (72 thousand and 143), compared to the 2013 Municipal Framework elections (70 thousand, 940).
The municipality, which has led with the number of invalid ballots in this year's local elections, was Pristina with 6 thousand and 753 invalid votes and 739 blanks, followed by Prizren with 5,202 invalid votes.
The municipality that had the least invalid votes was Mamushha's, where their number is only 93, followed by the Klokot municipality with 140 invalid votes. /Insider. com
