Days earlier Pristina's current chairman, Shpend Ahmeti, who is also candidate for a term, has said he is “charged” by the former LDK government that he has not made so much capital investments in the capital.
Ahmeti through a post in his official profile on the social network “Facebook” wrote that “has said that during our governance, the percentage of capital investments in the budget has been 60 percent and now is 40 percent. The wages have been 40 and now stand at 60 percent. False, but even if it is true, a candidate for chairman should know that budgetary boundaries are determined by the Ministry of Finance -- that is, what the budget is for wages and capital investments is done by the Ministry of Finance -- so if there is after change, Avdullah Hoti”, Ahmeti wrote.
Following Ahmeti's statement, LDK candidate for Pristina chairman Arba Abashi has responded today.
According to him, the reason Shpend Ahmeti has not made capital investments as much as the LDK has done is because, as he says, its inability to spend the budget, budget planning, and incapacitatement of revenues.

Budget spending inefficiency, budget planning disability, incapacitating revenues.
No law is respected, no management, no contracts.
Temporary staff, delay wages, not counting salaries well.
There are no reports, no efficiency, no time-paying debts, no time-loading debts.
Still disrespecting construction procedures, still disrespecting procurement procedures.
Weak in procedures for subsidies and goods, weakness in contract enforcement, weakness in property tax management.
Disregarding construction permits, recruiting illegal staff, firing workers from illegal work.

Loss in capital investments in the past four years are due to poor budget management. Financial mismanagement in the municipality of Pristina is not a political assessment, but it is a fact and it is also recorded in reports of auditing made year after year by the National Audition Office.
The National Auditing Office of the Republic of Kosovo is the highest institution of economic and financial control, which, with the Constitution and the laws of the country, enjoys functional, financial and operational independence.
Audition reports indicate that the Pristina municipality under Ahmeti's rule has behind serious shortcomings.
