On November 28th 1912, Ismail Kemal and other Albanian leaders from all Albanian settlements raised the flag in Vlora, declaring Albania sovereign and independent states. This day, Ismail Kemal was appointed head of the Parliament and first chairman of the Albanian state government.
With the act of Albania's Declaration of Independence, the chairman of the Interim Government, Ismail Kemal, announced the six Great Powers, England, Italy, Austria-Hungary, France, Germany and Russia. Similarly, the Balkan states -- Romania, Montenegro, Serbia, Bulgaria, Greece and Turkey -- were announced, requiring recognition of independence as a natural result of the will of the Albanian people.
