Alton Kupri County is the last area in the province of Kirkuk still held by Kurdish fighters Pesmerga.
Iraqi forces have taken over territories held by Kurds since 2014.
Iraqi Prime Minister Haider al-Abadi ordered a military action after the Kurdish government held a referendum supporting the independence of the area. But Obadiah had declared the illegal vote.
The BBC's Richard Galpin, who was at a checkpoint in the area, said there was a major outbreak of fighting with a large number of military vehicles and soldiers going to the scene.
