Strategic investment law not implemented, opposition criticises Government

It has been more than six months since it entered full force, the Strategic Investment Law, but has so far not addressed any potential business with this law. Deputy Prime Minister, once again Diaspore and Strategic Investments Minister Dardan Gashi, has said the law in question should be changed and, according to him, the law as such has not brought effects, as administrative guidelines and regulations have not been completed. He has said he is working together with the Ministry of Trade and Industry to function overall.

This has even been adopted in the past government's drawers, neither administrative guidelines nor regulations have been completed then. He has said that as far as half of next month, the law will be complete and functional.
The law will be functional with regulation management guidelines by the end of next month and within this year I believe we will have the first party, the first applicant to apply under this law... Mostly they have been investors in the field of energy and mining, fortunately by states with good experiences in this area, such as Germany, Great Britain“, Gashi said.
The Law for Strategic Investment, Naser Osmani, a member of the Parliamentary Commission for Business and Finance, considers it one of the most important laws of the government and parliament's past mandate. It seems like the urgency of this government seems to have realised that strategic investors would be the Albanian diaspora in the west that is not disfellowshipped, but we thought that big companies, credit companies, world-named companies would also be able to come and put their own businesses in Kosovo. The truth is that in Kosovo we have created huge bureaucracy and this is creating a big mess and we are not finding the way we need, the shorter, simpler way to plant investors”, Osmani said.
He has added that any procrastination and implementation of this law considers it harmful to Kosovo's development.
While, Ismet Mulaj, executive director at the Kosovo Afarism Oda, has asked the government to function as soon as the law functions.
The law actually envisions strategic investments to be passed under the prime minister's office, but with the new re-organisation this has been passed to the Diaspora Ministry, still legally the Diaspora Ministry has no right to address this activity, but as the Afarism Ode, we believe that the diaspora is strategic interest even some of the investments can come from the diaspora, so there may be a link. It is not important how this activity, where it goes, is to be functional, to be implemented at great speed, investors to take advantage of these opportunities that the law has created. ...we urge the Government to function as soon as possible, to extract the administrative guidelines coming out of this law and to be as functional as “said Mulay.
While, former Minister of Trade and Industry, I said deputy from LDK, Hykmete Bajrami, at the last session held, has asked the executive whether the Strategic Investment Law will be changed and has called on the prime minister to give up the competencies that he will thereby impose on the Ministry of Diaspore and Strategic Investments.
“The law is already in force. The Ministry of Trade and Industry, the Investment and Support Agency of Enterprises respectively, is responsible, this agency has begun working with the Kosovar Privatisation Agency, is the list of projects already ready. I don't know why such competence is passed illegally to the Ministry of Diaspora and in order for Minister Gashi to be competent must be completely changed the law, and that means we will have another waste of time ... so I call on Prime Minister Haradinaj but also Minister Gashi to give up this competence. Do not try to reveal water and water again because the law is, the projects are, are responsible institutions which very clearly define the law, and no competence is in the Ministry of Diaspora under the law, Bajrami has said.
