Pristina University's current Rector Marjan Dema said former Rector Enver Hasani himself had created it and had personally checked the contract to translate books.

Asked by prosecutor Drita Hajdari on what supports this claim, Dema said it is now clear why Hasani had dismissed procurement official Kreshnik Gashi, according to him, for no reason whatsoever, and had brought Hakif Veliun to work.

Now it's clear as to what happened. Hakif Veliu's behaviour as a procurement official without competition, the removal of Kreshnik Gashi for no reason. He's asked me dozens of times what's going on with the translation tender. His proximity to this institute is enough to testify to my” statement, the witness Dema answered.

On the other hand, the witness stated that the tender for translating books had been announced twice but that the same had failed both times, and for the third time, it was held at Enver Hasani's insistence. He said that along with Enver Hasani and Hakif Veliun, as well as officials from the Procure Agency, they had met at a restaurant where they were discussed going to an economic operator so a pilot.

Meeting in a restaurant

The “has been announced the tender, twice has failed as I remember, the third time at Enver Hasani's insistence has been held. With the Agency for Procurement we met at the restaurant “Pishat” and then this organ has done revote of a article to give the tender to the operator in question”, said Rector Dema.

The reactor claimed that many professors had been convicted of plagiarism at the time and had thought that it really was a priority to translate books.

He said the contract was signed on December 5th 2008, and that he had not been present during the signing of the contract, since his sole task, according to him, was the commission's assignment for organisation of jobs.

And that the task of this commission had been to control the service for which the payment was made, to assess the amount and quality of material translated from the Institute for International Studies and, according to him, was not the commission's duty to deal with utility prices.

Asked by the prosecutor that if the reactor had been able to see the contract earlier, he replied that just two days earlier he had seen the contract when he had prepared the file before he came to trial.

Witness Marjan Dema indicated in court that only in the fall of 2009 had he learned that the change of contract had been made when, at Enver Hasan's invitation, he had met with Hakif Veliun at a restaurant in Germi and that all he had learned was that instead of a thousand words, there was a thousand characters that moved five times the price, a thousand words for 12.65.

Prosecutor Hajdari asked the reactor whether during the tender procedure or later they had met with representatives of the International Research Institute from Tirana.

And Maryan Dema said that prior to the signing of the contract he had never met with representatives of the ISN and that he didn't even know them.

I've never met and never met them before. On December 12th 2008, at Enver Hasani's request we have gone to Tirana. There I met for the first time in the restaurant with Albert Ragip and Georgi Kyriacon”, he said.

He said they had given them a phenomenal reception and that there he had learned that Enver Hasani was familiar with them earlier after they had talked about their past and that it was dinner where they talked among themselves and it wasn't discussed the contract.

Asked by the prosecutor that if Rector Marjan Dema had an envelope he could have handed over to Tirana, the reactor insistedly denied accepting or handing over such an envelope. He even said that this was one of the reasons why he wanted to witness because in various media he had heard his name coveted regarding such an envelope.

Throughout the hearing, there were clashes between prosecutor Drita Hajdari on one side and Enver Hasani defender Bajram Tmava on the other, mainly about questions the state prosecutor posed to the witness about the way the preamble was repeatedly opposed to lawyer Tmava.

Lawyer Tmava asked him to know from the reactor why in a television interview given in April 2016 he said he is convinced that Enver Hasan is innocent and would like to have that tested, and that, according to him at the time of Hasan the university had been in the best of times, and today he is witnessing differently.

Why the witness changed his mind about Enver Hasani

But Rector Dema said that he had thought so at the time, but since he had analyzed things now, there is another thought.

“Enver Hasani is a very good planner and it's true that I've been thinking that way at the time, but since I've been analyzing for a long time now I'm as clear as tears what she's been working on, Enver Hasani has been able to do everything without me. In the classes I've led, he's been able to do work without me day, behind my back, but in public he doesn't mix with me” Rector Dema said.

According to the prosecution's indictment, Enver Hasani in the quality of UP's rector, Hakif Veliu as head of the Procurement Office in the UPP and Albert Rakipi as director of the Institute for International Studies (ISN), as official persons allegedly forged the original “Translation of Books from English into the Albanian Language for the University of Pristina's University's Need” of 5 December 2008.

Its value in the contract was set at 500,000 euros, while the price of payment per unit -1000 words 12.65 euros.

Always according to the prosecution's indictment, defendants under the preliminary agreement have entered a new contract in which they have used the same number of protocol and the same date of the original contract by changing Article 17 of the contract, so instead of the price for units of about 1,000 words, 12.65 euros have marked the price for units -1000 characters 12.65 euros.

The indictment claims that this change of prices has made the Institute for International Studies more profitable.

December 2015 Enver Hasani, Hakif Veliu and Albert Rakipi, were acquitted of charges charged.

The next session is expected to be held Friday with what happens to the final word.
