Kosovo's participation discussed in Belgrade on Berlin Process is impossible

Minister of Foreign Affairs Behgjet Pacolli has been unable to participate in Belgrade under discussions for the Berlin Process for Western Balkan countries, which Kosovo is part of today, writes Koha Ditore.
