The government has no higher education bill

The higher education bill is not expected to go to the Kosovo Assembly for approval during 2017. Although this bill is considered one of the most important for education, in this year's legislative agenda, three other education bills, but not the one for higher education, Time [...] writes today.
The biggest obstacle to the draft higher education bill is considered to be the Serbian List.
That is because, with his approval, for the first time the University of Northern Mitrovica would figure as the university of the Republic of Kosovo. To adopt the bill, 2/3 of minorities are needed.
According to education expert Dukagjin Pupovci Serbs initially demand that the Association of Serbian municipalities be formed, which would practically manage Serbian language education in Kosovo, and then adopt the new Law for Higher Education, where this authorisation of Association would be reflected.
