The State Commission for Marking and Maintaining the State Border is reviewing existing documents and facts concerning the demarcation of the border line between Kosovo and Montenegro. Bulliqi, leader of this commission, told Rel that it is currently being worked in three segments; in that analysis of the documentation by the [ ...] commission.

Bulliqi has not set a time when the current Commission will be able to submit a final report to Government.

Our work will be done as soon as possible. We are working intensively, but the specific date and time we can't give without bringing the whole process together”, Bulqi said.

Currently, the Commission, according to Bulqi, needs co-operation with the country's institutions in finding facts to mark the border line with Montenegro.

I don't say we don't have [co-operation], we do, but not on a satisfactory scale. We need international expertise anyway, but of course not for that kind of expertise that our institutions have brought to”, Bulqi stressed.

Members of the current Commission are personalities that have rejected the version of border demarcation with Montenegro, which the former state commission had approved as a report. According to the new members, appointed after the election of the new Kosovo government by Prime Minister Ramush Haradinaj, the past commission had made mistakes, as well as irregularities were made overcoming the competencies the former commission, which was headed by Murat Meha, now resigned.

The current commission has found, among other things, that the former commission has not had the right to make demitation of the new border between Kosovo and Montenegro, for the fact that there has been a demitated border since 1946.

Experts Tomor Cela was engaged in a comprehensive commission by the Kosovo Academy of Sciences and Arts, on the basis of a request by the former Kosovo government at the time of Prime Minister Isa Mustafa. That commission, it tried to produce scientific results, and in the end, was reconciled to the version of the preliminary Commission.

Cela said that regardless of the work to be done now, however, the border line between Kosovo and Montenegro will remain according to the version the Prosecution Commission had proposed.

I do not expect anything or anything different from this Commission. But I believe they should do their job the way they think they do, but the result will be the same and there will be no other result of”, said Clea.

The current Commission for State Border Marking and Maintaining, Cela underlined, is tasked with deciding based on administrative and professional data rather than, as he said, to issue remarks on last commission's meetings and protocols.

“If the commission wants to issue suggestions on meeting protocol issues, it is a waste of”, Cela estimated.

He also said that the current state commission, despite Prime Minister Haradinaj's claims, would not be able to set the border line as far as Cakir.

All those soils are Albanian. They are inhabited by Albanians and historically have been ours. But fate and history have been painful for us. The administrative aspect is what it is and at the moment we can't change”, Chela stressed.

From the State Commission for State Border Marking and Maintaining is said to need a considerable number of additional materials, which will be written in some respective institutions.

Opposition MPs from the past legislature claimed that with the 2015 Agreement for marking the border line with Montenegro, Kosovo has lost over 8 thousand hectares of territory. Part of the opposition then was incumbent Prime Minister Ramush Haradinaj, who is known for rejecting the version of the current demarcation agreement with Montenegro.

Ratification of the border demarcation agreement with Montenegro is believed to be holding the visa liberalisation process for Kosovo citizens hostage, because the European Commission has set it as a condition that Kosovo must meet for visa removal.
