The state of emergency has been declared in Central American countries, where more than 20 people are missing.
The storm has caused heavy rains, landslides, and floods blocking roads, destroying bridges and damaging homes.
In Costa Rica, nearly 400,000 people are without water, and thousands of others are sleeping in shelters.
At least eight people died in the current storm, while 11 others were killed when they moved to the north and arrived in Nicaragua, where they were projected to drop to six inches [15 cm] from the National Hurricane Center in the United States.
Three people were killed in Honduras, including two young men who drowned in a river, and some were reported missing.
