Kosovo still without law for KLA values

Even after nearly three decades from the end of the war, Kosovo does not have a separate law defining and protecting the KLA's liberation war values. Representatives of war-free organisations and lawyers assess that such a legal framework is necessary, but stress that it should be in line with the Constitution and not violate freedom of expression.

Even 27 years after the end of the war in Kosovo, the country continues not to have a separate law stipulating and generally defending the values of the Kosovo Liberation Army's Liberation War.

Although laws regulating the status and rights of veterans, disabled, martyr families and other war categories have been adopted over the years, there is still a legal framework that clearly defines the values of war and their approach, RTK reports.

An effort to fill this gap was made in 2020, when the KLA War Values Protection Bill was prosecuted in the Kosovo Assembly. The bill was intended to determine what values are considered values of war and how they should be protected, but failed to be approved due to lack of necessary votes.

Discussion about the need for such a law has recently returned to the spotlight, following the use of the KLA flag at organised protests in Albania, as well as during the election campaigns of political subjects in Kosovo.

Representatives of war-related organisations and law- connoisseurs estimate that such a law is necessary to protect the heritage and values of liberation war, as well as to prevent misuse or denigration. However, they stress that any provision should be drafted in accordance with the constitution, guaranteeing respect for freedom of expression.

For the last time, the initiative for a new law was actualised in April of this year, when a group of about 40 deputies announced that they had prepared the KLA's war values bill for protection.

However, his surrender to parliamentary procedure was postponed due to uncertainties over the continuation of the Parliament's mandate. /Periscopi/
