Joseph for the political situation: Initial lock came from Kurti, he bears responsibilities but not alone

Experts for the Balkans, Edward P. Joseph, has estimated that responsibility for the institutional blockade in Kosovo belongs to political leaders, including both position and opposition.
Joseph said that the initial deadlock began by Prime Minister Albin Kurti, who, according to him, had a good chance of moving ahead after the big victory in the December elections.
