After Merdare, Dogana aims at installing X-Ray scanners at all border points

Kosovo customs is expected to soon expand the use of mobile scanners X-Ray even at other border points in the country, including those with northern Macedonia and Albania, following the deployment of the first scanner at the Merdare border checkpoint.

According to Kosovo Customs officials, following the installation and functionality of the Merdar scanner, the goal remains gradual coverage of all major border points with modern equipment of goods and vehicles control.

The X-Ray mobile scan in Merdar was provided as a donation by the United States Government through the EXIBS programme and is assessed as one of the most modern cargo control and border risk identification devices. After the installation, Kosovo Customs has implemented staff training and testing the equipment prior to its deployment to the operation.

This technology enables control of trucks and cargo without their physical opening, reducing the time of customs procedures and increasing capacities for the detection of undeclared smuggling, weapons, drugs and goods.


Placing scanners at Kosovo's borders has been a topic of discussion for several years. In 2024, Prime Minister Albin Kurti had declared that full opening of border points for the flow of goods from Serbia would be conditional on ensuring modern scanners for cargo control. At the time, Kosovo Customs had launched procedures for buying mobile scanners, while international partners had offered the possibility of donations for these equipment.

Also, in October 2024, authorities had indicated that other border points would be opened and equipped with scanners once the necessary technological infrastructure was provided.

According to Kosovo Customs, with the expansion of the border checkpoint network with Albania, Northern Macedonia and other international crossings, border security is expected to increase, customs procedures are accelerated and the flow of goods at the entrance and exit of the country is facilitated.
