AKK charges MAPL with illegal lowering of municipal grant, requires restoring 4 million

The Kosovo Commission Association Board (AKK) has expressed concern and opposition to the Local Power Management Ministry's decision (MAPL), claiming it has unilaterally lowered the Communist Performance Grant from 4m to 2m euros.
According to the AKK, this amount has been approved by the Assembly of Kosovo through the Law on Business Divisions 2026 and cannot be changed without a formal budget review by the same institution. The municipal organisation estimates that any such change constitutes violations of the law and violates the principle of judicial and financial security of municipalities.
The AKK stresses through a response that the Assembly is the only institution with the mandate to approve and change budgetary divisions.
The Assembly is the only institution that approves budgetary divisions by law, while no ministry has a mandate to change or halve funds approved by the Parliament. The 4m-euro tools have been passed by law and are exclusively dedicated to the Communist Performance Grant. The Law for Business Divisions itself identifies this programme as a special capital project within the MAPL”.
In response, the AKK has asked the immediate return of the 4m-euro amount, Periscopi broadcasts.
The ban on any administrative action that conflicts with the law and violates municipal financial autonomy. The full respect of the decisions of the Republic of Kosovo and the principles of the legal state. The AKK reserves the right to, in co-operation with municipalities, undertake all institutional and legal actions for the protection of municipal interest and law enforcement. The law must be respected by all, and especially by institutions which are obliged to implement”, it is said among other things in response.
