ZERE approves tariffs for COSTT, KEDS and KESCO for 2026

The Energy Regulatory Office (ZRRE) has approved three points related to electricity tariffs for 2026, including fees for the transmission system, the distribution system and universal service supply, without changes or increases in tariffs for consumers.

With five votes for the first point of the agenda approved, reviewing the proposal for the adoption of the Tarifa for the Exploitation of the Broadcasting System and Market (KOSTT).

From the Tarifa Department, Muharrem Gashi said the analyses were conducted in line with the regulatory framework in force, and that changes in the sales level have directly influenced tariffs for the system operator and market operator.


“These tests are conducted in line with the first point of the agenda: reviewing tariff proposals for the use of the transmission and market network, as well as tariffs for exploiting the market transmission system. The cost of the operating cycle of Kosovo's power transmission system operator has affected tariffs for transmission and market networks, as well as tariffs for renewable energy resources fund, in line with the regulatory framework in force. Targets for use of the system and market cover: Total costs of operation, maintenance, investments and development of the transmission system. This is in line with the ZERE Board's decision to allow maximum revenues of 76m and 484 thousand euros for the relevant tax year 2026. On a COSTT app, sales for locked consumers at a transmission level have appeared at 570.7 gigavet hours ( GWh, while having verified from the ZERE, we have corrected this value in 329 gigavat hours (GWh). This change has directly affected the tariff count for the system operator and market operator. The allowed maximum revenues are collected through tariffs to generators for network use at the level of transmission and distribution”, he said.

Meanwhile, with five votes to be approved, the review of the Tarifa's approval proposal for the Exploitation of the Displacement System (KEDS).

From the Tarifa Department, Adelina Lokaj said the proposed tariffs are aimed at covering total distribution costs and that, as a result of the difference in the level of energy sales, the average rate has suffered a drop of about 2.7 per cent.

We are continuing with the presentation of tariffs for the exploitation of the distribution system, with these tariffs aimed at covering the total distribution costs in line with the maximum allowed revenues worth 145m of 960 thousand euros for the 2026 survey year. In its request, KEDS has proposed keeping current tariffs based on a level of 5,581 gigaves per hour, while Z The RRE has considered the electricity balance approved with a level of sales of 5,745 gigaves per hour. So as a result of this difference, the average rate has suffered a decline of about 2.7%. This is calculated by the Department of Tariffs and Prices, which has been in relation to the ECDS request we accepted, even that this gap has been reflected in the distribution network fees according to levels of tension. The tariffs have been structured in order to reflect the volume of energy consumption and a fair distribution of costs among consumer categories, however, tension levels”, she said.

Also approved has been the point for reviewing the proposal for the adoption of Tarifats for the Universal Minister Supplier (KESCO), without changes or increases in tariffs.

From the Tarifa Department, Muharrem Gashi said the ZERE has not supported the proposal for changing the tariff structure and has estimated that such a change requires public consultation and particular procedure.

“Under the app, the universal service supply fee has proposed to change the tariff structure, with the elimination of day/night differentiation and tariffs, respectively, with heck a fee and a double a unified fee. We as RER assess that this change requires a special process and public consultation, for which there has been no demand from the universal service supplier. So, Z. The RHR does not think that this proposal should be approved and we think that it should remain without changing existing tariff structures and tariff level”, he said.
