Two former subx0> Youth Palace officials, one with three years and six months in prison, are convicted of corruption.

Indictee Astrit Zogjan had pleaded guilty at the initial session of May 12th 2026, while accused Faton Rrustemi had linked the plea agreement with the prosecution.

In this case, Astrit Zogjan in the quality of the Youth Palace's Finance Manager “Task Exchange” and “Use of the official task”, while Faton Rrustemi was charged with the work <x4Helpa in carrying out the criminal work “The use of official duty”.

The indictment was announced Thursday by Judge Violet Namani-Hajra.

The accused Zogjani for criminal work “duty adoption” was convicted and sentenced to 1 year in prison and 2 thousand euros in fines. But for “the use of official office” was found guilty and sentenced to 3 years in prison and 3 thousand euros in fines.

Therefore, Zogjani, the Court declared a unique sentence of 3 years and 6 months in prison and 5 thousand euros in fines. In his prison sentence, his time in custody and house arrest is estimated. In case he doesn't pay the fine, he's replaced by prison.

Meanwhile, the accused Rrustemi was found guilty of criminal work “Aided in carrying out the criminal offence “KEquity of official duty” and sentenced to prison in a 1 year term, which will not be executed unless the accused commits other criminal acts in the period of 2 years, as well as fines worth 1,000 euros.

Judge Naman-Hajra to Rrusstem also pronounced complete punishment - stopping the exercise of office in public administration in the course of 2 years.

Each of the accused was ordered to pay 100 euros for the expenses of criminal procedure and 100 euros for the Crime Victims Compensation Fund.

In contrast, according to the Special Prosecutor's Act of the Republic of Kosovo (PSRK) of March 30, 2026, accused Astrit Zogyan was charged that from September 24th 2021 to July 19, 2022, in the local Public Company “Youth Baulat”, in the quality of the finance manager, with the intent of against the legitimate profit of wealth, and by utilizing financial authorization and access to the company banking system, has acquired for himself the property that was entrusted, where he had no legal basis and had ordered some bank transactions in a lot of the 395-million-euro bank transactions from his bank account, using his own bank accounts, while making much profit to the company until he suffered a lot of losses.

With this, Zogjani was accused of committing criminal work “taskary adoption” by Article 418, paragraph 2 concerning paragraph 1 and Article 77 of the Penal Code.

According to the second point of the indictment, accused Astrit Zogjan in the quality of the task of chief executive chief of the company “Youth palate” was charged that from August 20, 2022 to December 3, 2022, exceeding its competencies with the aim of enriching wealth, ordered and carried out several bank transactions in the total of 97 thousand and 19 euro from the official account company in its personal account and other persons.

Thus, the indictment says that these amounts were transferred to several transactions, including 58 thousand and 19 euro in two bank accounts, 17 thousand and 150 euros on behalf of autosalon owner “Auto Plus”, Arsim Jylan, 6 thousand euros in account of his father, Bajram Jani, 6 thousand and 500 in the accounts of Yahir Berisha, 9 thousand and 250 euros in account of Faton Ritusemi.

These amounts are said to have been transferred with various false descriptions such as “paying for expenditures”, “payback”, “wage for work”, “wage payment for salaries”, etc.

Three of the above amounts reportedly transferred with false description “pay for work”, even though the same had no contractual relations and had not done work for the company, but in reality they were for the purchase of the “Range Rover Sports” vehicle, which was destined for the defendants' personal use, not the company. With these actions, the defendant is said to have taken illegal property benefits for himself and other people.

By this, Zogjani was accused of committing criminal work “The use of official position and authority” by Article 414, paragraph 2 concerning paragraph 1 and Article 77 of the Penal Code.

Always according to the indictment, accused Faton Rrustemi of the quality of security responsibility in the same company was accused of deliberately helping the defendant Zogiani conduct criminal acts according to the indictment's point 2 by taking actions that have facilitated the performance.

The indictment says that after Zogiani had transferred the amount of $9,000 and 250 from the company's official account to the account of the accused Rrustemi with false description “for the ongoing disabled affairs”, the accused Rrustemi has attracted this sum and handed it over to him.

By that, he was charged with criminal work “Help in carrying out the criminal act Misuse of official position or authority” by Article 414, paragraph 2 concerning paragraph 1 and Article 33 of the Criminal Code.
