Report Artan Nimani after the government's decision in office: In democracy the state budget is not used for electoral calculations

The government in office today has held electronic meetings in which he has made certain decisions.
According to ZKM's announcement, the government has allocated budgetary means to many 2m euros for the implementation of the mass 4.5” Support of the Economic Renewal Pack “for the support of flight lines for destinations serving our” license.
Professor Artan Nimani has reacted to this decision of government in office, reports Periscope.
Nimani through a post on the social network Facebook has said the move has electoral background on the eve of the June 7th 2026 elections.
"Location No. The 01/21th year of 26.05.2026, with which Kurti Government allocates 2m euros for subsidisation of airlines for the diaspora, can hardly be interpreted only as social or economic policy. In reality, this decision carries a clear political and electoral effect. Of this amount, 1m euros are separated from the 'Economic Resurrection Programme', while another 1 million from the state reserves, with the rationale for 'support of the license' and increasing flights to countries where Albanian diaspora live. But the question is simple: why exactly now?
"This decision is being made in a period when institutions are developing intensive campaign to mobilise the diaspora in the June 7th 2026 elections. In this context, subvention of aviokopani gives the impression that the state is not funding economic development, but is funding the arrival of potential voters. Virtually, Kosovo citizens are paying their taxes to facilitate transport for an electorate seen as a favourable political base for power", he wrote.
He has described the move as a modern form of institutional clientilism, adding that the state budget should not be used for electoral calculations.
This is the most modern form of institutional clientelelitism: using public money for electoral interests. The government does not find millions of euros with this urgency for local producers, students, hospitals or the social crisis, but is quick to find them for aviokompanies on election eve. This is no longer just support for the diaspora; this is similar to a sophisticated effort to buy political influence through the subsidisation of the voter travel", it has written away.
Namani has added that"in a serious democracy, the state budget is not used for electoral calculations, nor for creating political advantages with public money. Otherwise, the state loses its role as a citizen institution and becomes a power storage mechanism". /Periscope
