Russian satellites reportedly conducted at least 24 surveys in 11 Middle Eastern states in late March, marking 46 locations, including US military bases, airports and oil fields.
The document describes a model under which missile attacks and Iranian fears occurred shortly after these observations.
A Western military source and a regional security source told Reuters that they had also observed increased Russian satellite activity and intelligence information sharing.
The assessment of Ukrainian intelligence claims Moscow and Tehran hold a permanent communication channel “to exchange data, which may include Russian military spies in Tehran.
It also provides details of increased cyberfield co-operation, with groups of Russian and Iranian hackers coordinating attacks on regional infrastructure.
The claims come amid deepening military ties between Russia and Iran since Moscow began its full-scale invasion of Ukraine, including co-operation with fears and agreements on sharing intelligence information.
The Reuters agency said it could not independently confirm these claims, meanwhile, a spokeswoman from the United States said no external support has affected Washington's operational success, which together with Israel, launched air strikes on Iran on 28 February.
Meanwhile, Russia and Iran have yet to comment on these claims.
