Spain: We've sent 80 suspicious cases to the prosecution, three counts have been filed.

The National Auditing Office (ZKA) has sent 80 suspicious cases to the Prosecutor during 2025. From these occasions, the general audience, Vlora Spanca, suggested that three charges have been filed. In addition to these cases, she has also talked about single-source contracts, about what there has been discussion between Democratic Party of Kosovo deputies and the Vetevendosje Movement.

The general audience of the National Auditor's Office, Vlora Spanca, has talked about the number of audit reports over the past year.

For 2025 we have published 133 audit reports, 104 audit reports are financial audits and compatibility. The performance audits are 14, compatibility audits are 12 audits at the rate of classified information level. The classified level is just limited levels and these reports are not made public but are just sent to the Kosovo Assembly as well as to your respective commission. For all these reports of auditing for 2025 we've sent 80 cases to the State Attorney based on an agreement we have with the State Attorney that we have linked in 2023”, she said.

From these cases sent to the Prosecutor, Spain said that only three charges were filed.

Spanca said that for such cases that they have been sent to the Prosecutor, institutions in Albania set up charges.

“What if we send cases that are not well argued. She can stay. We've addressed this issue by employing more law officials, we've got four law officials who get a little more active in this respect and we consider each case. But I'm just referring to whether we compare it to Albania, for the same prosecution cases there, or the SPAK raises charges, for example, in cases when construction is granted without construction conditions, or not in accordance with construction conditions. Such cases we've also had published the report on the Pristina municipality, then there was the report on the Lipjan municipality, now we're for construction permits in the Ferizaj municipality. But we haven't had any progress in this respect”, Spanca responded.

Mustafa has also raised the issue, which he says is disturbing -- that of tender-free contracts for economic operators.

“We have a growing phenomenon that is very disturbing where contracts are given to economic operators without tenders, without transparency and without reasoning about why one should be awarded without tender a contract to someone, where there may be many economic operators in the market offering them”, he added.

In terms of publicly negotiated contracts, the general audience said they are part of each audit.

These contracts are audited into each budget organisation because of the risk they carry, which means insufficient transparency is part of each audit. And issues that have resulted from these contracts, let's not forget that the contract as such is legal in the circumstances where cases are emergency. Under circumstances that were not emergency and were not based, these cases were reflected in audit reports, but that even in the annual auditing report, the appointment is the wrong procurement procedure that has been used, it has not had to be addressed by negotiation, but it has to go with open procedure”, she said.

General Administrator Vlora Spanca on the commission has also spoken of the January 2025 decision of the Ministry of Internal Affairs to place this institution in a public facility. However, she said there is no further information, for which she added that the sooner there should be steps in this direction due to “security, insufficient space and the failure of the ZKA loan”. /Time/
