In an interview for Online Economy, the chairman of this municipality, Ferit Idrizi, claims there has been a budgetary planning to implement projects.
The budget is never enough because demand is always on the rise. But however, we have made a solid budget planning that we think will accomplish the objectives and projects we have planned for this year”, Idrizi said.
With this budget, Vushtrri's first confirmed that many projects have remained outside the list, since the municipality has received threem euros for collective teaching contracts.
We have a lot of projects left off the list because of the collective contract we've talked about in interviews. It's worth once again that it's only last year that we've been paid three million euros for the teacher's collective contract, and they're still here again - payment from the finisher. They also hurt us a lot because they're not planned, they don't have specific budgetary lines that the government needed to pay and we have left. Even now, the owner receives them in budgetary codes where he finds them -- capital investments -- so the next few days we will know exactly where the projects will be affected and where they will be badly placed”, Idriz said.
As a solution to this problem, according to Idrizi, it would be the founding of the fourth Grant, for the budgetary division to take place proportionally based on residents.
“Budgetin, the best solution had been to be requested by the Fourth Grant Commission Association. The fourth grant to split up the municipalities had to be a proportional division, according to the number of residents, even more problems never occurred. So, don't need the ministries of the line then to intervene with the municipalities in different ways and with different reasonings, the fourth grant is being divided and the work is carried out”, Vushtrri municipality head said.
The same solution is seen by the Association of Kosovo municipalities, where the foundation of the Fourth Grant is constantly required.
