Iber-Lepenci Canal Expedition Continues

At the trial hearing, where the parties submitted the opening statements to the Constitutional Court in Pristina, the trial has continued in the case of the explosion at the Iber-Lepenc channel, in the village of Varag in Zubin Potok municipality, north of Kosovo.
Kosovo's Special Prosecutor, in December 2025, pressed charges against the Dragisa brothers and Jovan Viqetivicq, as well as Igor Dimovich, for criminal acts “risking constitutional order through destruction or damage to the installations and public equipment” and “the conduct of terrorist”. All three indictees were again acquitted of charges placed on them.
Two of the indictees -- Dragisa and Jovan Vifjjetevic -- are in custody since their arrest after the November 29th 2024 blast, while Igor Dimovic is being protected in freedom.
As the portal “Justice Trust” reported, which conveys judicial processes in Kosovo, prosecutor Bekim Kodraliu noted during the opening address that experts from the US Federal Bureau of Investigation (FBI) have analysed the soil found on the boots of the accused and compared it to the soil found at the site where the attack occurred.
According to the prosecutor, experts' findings show that earth samples taken from the boots of the two accused -- Dragisa and Jovan Viqejevic -- had the same characteristics as the soil found at the site.
The “before you will testify that the accused have been direct participants in the terrorist attack on the Iber-Lepenc” channel, he said, REL, broadcast Periscope.
Prosecutor Kodorou also stated that the government of Serbia “has played a key role in preparing this” attack.

What is Iber Lepenci?
Kosovo company Iber '%Lepenc, headquartered in Pristina, supplies raw industrial water and serves to water agricultural areas.
The company also supplies water to several cities in Kosovo from Lake Weyman, as well as the Kosovo Energy Corporation for cooling its thermal power plants.
According to the official site of this company, the company is founded on the decision of the Kosovo Parliament on 28 February 1967.
The construction of this hydrosystem has developed into two stages: the Ibër phase, which was completed in 1986, and the Lepentz phase, which was never completed.
Today, this company is a stock society, 100 percent owned by the Government of Kosovo.
What did the defense lawyers say?
At the July 9th session, defence lawyers Nebojsa Vlasic, Milos Dellevic and Jelena Krivokapiq presented a series of remarks for the indictment, labeling it “unilateral and illegal”.
Lawyer Vlasic stressed that the Criminal Procedure Code envisions that the prosecutor is obliged to prove with the same care both the facts that go in favour of the defendants and those that charge him, adding that the defence has proposed ten evidence.
After the hearing, lawyer Vlasic declared before reporters that the Special Prosecutor's evidence is the suspicious and unilateral “, since, according to him, the prosecutor has rejected all evidence proposed by the defence.
Meanwhile, lawyer Milos Dellevic said that the indictment cannot be clearly understood by what the defendants are specifically accused of, but that the prosecution uses “collective information”, claiming that the Viqjajevic brothers “along with other unknown persons placed explosive substances, ignited the fuse and activated the” explosive.
We must do something that is not our duty to prove innocence. We will testify by presenting at least four witnesses who will confirm his alibi and at least two videos showing where he was at the time of the” blast, said Dellevic, who protects Dragisa Viqjjetevic.
Lawyer Jelena Krivokapiq, who protects Igor Dimovic, told reporters that the weapons found at her client's home are “an old and dysfunctional collection”.

What else is said in the indictment?
The prosecution charges Jovan and Dragisa Viqejvinqi that on November 29, 2024, at around 18:50, along with some other still unidentified persons, placed about 20kg of explosive materials for military use (TNT) within the Iber-Lepenc channel, “via a rope-related bag on a concrete pole, designed to cause serious damage to the critical infrastructure for water supply and electric power”.
The value of damage caused by the blast is estimated to be around 400,000 euros.
According to the indictment, during raids conducted by Kosovo Police at their homes one in Zubin Potok and the other in the village of Prevlak of the same municipality has been found and seized a considerable amount of combat weapons.
The indictment also states that Jovan Vifjjetevic, in the quality of a recruited member of Serbia's Military Intelligence Service, “has acted and helped this service by collecting confidential information and documents in order to use it within the framework of its illegal activities in Kosovo territory and to hand over this service during meetings in Serbia”.
In the home of the third indictee, Igor Dimovic, following the attack three rounds, one bullet, a knife and several military uniforms have been seized by Kosovo Police. /Periscope
